PLANNER
The Planner reports to the Director of Community Development; assists the general public in answering general land use, building permit and business license inquiries; provides staff support to the planning commission, assists in development and implementation of land use and related policies and regulations.

ESSENTIAL RESPONSIBILITIES AND DUTIES
1. Provides assistance to the public
1.1 Assists general public with zoning, business licensing and development information
1.2 Processes land use applications, building permits, and business licenses
1.3 Updates the department website
2. Performs current planning activities for the City
2.1 Maintains records of development activities
2.2 Coordinates project progress with other departments and agencies
2.3 Participates in project review meetings
2.4 Prepares handouts for community development issues
2.5 Monitors compliance with zoning and development ordinances
2.6 Reviews sign and building permit applications for compliance with City regulations
2.7 Researches best practices for zoning code updates
3. Assists in providing long range planning programs for the City
3.1 Conducts research and studies relating to community development, housing and zoning
3.2 Prepares and presents various community development reports
4. Provides staff support to Planning Commission
4.1 Prepares, advertises, and distributes agendas and supporting materials
4.2 Prepares and presents reports on land use applications as requested
4.3 Attends meetings and responds to commission members, applicants, and public
4.4 Prepares accurate minutes of meetings
4.5 Files and maintains indexing of meeting minutes, application information, and Planning
Commission actions

MINIMUM QUALIFICATIONS
Graduation from an accredited four year college or university with a bachelor’s degree in urban planning, public administration, or a closely related field, or any equivalent combination of related education and experience.
Must possess a valid state driver's license or have the ability to obtain one prior to employment.

NECESSARY KNOWLEDGE, SKILLS AND ABILITIES
1. Knowledge of planning and zoning laws and theory, site planning, and comprehensive plans including their formation, process of adoption, and enforcement; knowledge of records management techniques.
2. Skill in word processing, office machine usage and the operation of micro-computers.
3. Ability to communicate effectively, both orally and in writing, with architects, contractors, developers, property owners, employees and the general public; ability to establish effective working relationships; ability to use independent judgment.

NATURE/PURPOSE OF WORK:
Under general supervision of the Department Director, performs professional work in the field of planning, plan and development review, and Code Enforcement for the City of Gillette. Assists in the articulation of long range and current planning goals and policy implementation for the City. Collects and analyzes various data including land use inventory, title data, property ownership data, statistical data, census data, etc.
EXAMPLES OF DUTIES:
Performs complex and specialized planning duties including but not limited to the subdivision of land, rezoning and interpretation, and application of Comprehensive Plan. Oversees Code Enforcement functions. Actively participates in the intake, processing, tracking and monitoring of subdivision and zoning applications and case management. Reviews proposed development and subdivision plans, summarize input from various City departments and outside agencies, formulate recommendations and make presentations to the Planning Commission and City Council. Processes rezoning changes and easement vacation requests by investigating requests, make recommendations, publish public notices and make appropriate presentations. Provides staff support to a variety of planning, zoning, building and related boards/committees.
Identifies staffing, equipment, facilities and related needs. Identifies funding requirements, potential funding and/or revenue sources. Oversees budget development, preparation and presentation. Provides justification and responds to inquiries. Monitors budget allocation. Reviews and/or oversees approval of budget expenditures, purchases and procurement.
Performs a variety of management and supervisory functions. Oversees and manages assigned staff and personnel. Interviews prospective employees. Hires and/or recommends hiring. Identifies and implements new employee and on-going staff training programs. Coordinates, prioritizes and assigns tasks and projects. Tracks and reviews work progress and process. Establishes employee and operational performance measures, goals, objectives and priorities. Promotes a team environment within the Division, in coordination with the Department and other City operations. Evaluates work performance. Prepares performance appraisals. Recommends and/or undertakes subsequent performance-related actions. Develops, recommends and/or implements corrective actions. Recommends and implements disciplinary actions up to and including suspension and/or termination.
Provides technical support to other City departments, citizen groups and government agencies, as requested or needed. Assists with departmental budget development, preparation and expenditure controls.
Performs other duties as assigned or required.
MINIMUM QUALIFICATIONS:
Ø A Bachelor’s degree in Planning, Community Development or closely related field required, any equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved may be considered.
Ø Five (5) years of relevant municipal planning or closely related experience is preferred.
Ø Three (3) years of management and supervision experience is preferred.
Ø AICP certification is preferred.
ADDITIONAL REQUIREMENTS:
Ø Work is of considerable difficulty and complexity and is performed under general supervision. Must exercise judgment and make some decisions routinely.
Ø Involves matter of considerable complexity and importance, some of which may be controversial and involve considerable tact, diplomacy and interpersonal/human relations skills in maintaining positive working relationships.
Ø May be required to lift and/or carry bulky supplies, materials and/or other items weighing up to 12 pounds.
Ø May be required to work outside the traditional work schedule and is subject to call out and/or call-back.
KNOWLEDGE, SKILLS AND OTHER CHARACTERISTICS:
Ø Knowledge of applicable city, county, state and Federal statutes, rules, ordinances, codes, regulations, administrative orders, case law and other governing rules and regulations.
