Directs personnel and delegates assignments; reviews performance and makes decisions affecting job retention, advancement and discipline; participates in the recruitment and selection of department staff; develops and conducts staff training.

Provides assistance to Community Development Manager in preparing the division budget and monitoring fiscal controls to assure conformity with established financial constraints; gives recommendations for department disbursements; participates in city-wide fiscal planning processes.

Serves as administrative advisor and liaison to city administrator, city council, citizens committees, board of adjustments and planning commission; provides technical insight and recommendations related to determining planning and development policies, goals and objectives; receives directives, formulates implementation options and strategies, directs and conducts research, converts strategies to action plans with timetables and deadlines; allocates personnel and resources as needed to accomplish selected projects and programs.

Conducts public meetings and hearings as needed to solicit public response and apprise of policy and project options; educates the public through media, reports, public meetings and presentations; meets with public, developers, entrepreneurs, and contractors; discusses planning, zoning, and development issues; interprets information in city ordinances pertaining to department responsibilities.

Performs professional analysis and conducts or directs feasibility studies; prepares and analyses reports and statistics; prepares a variety of reports related to project progress; reviews and updates ordinances affecting planning, zoning, development and related departmental areas; directs the coordination of projects with other departments or governmental agencies; assists in the preparation of federal grant applications; monitors federal grants to assure performance and compliance with contractual agreements.

MINIMUM QUALIFICATIONS
Graduation from college, masters degree desirable, in urban planning, political science, public administration, landscape architecture or a closely related field; AND Eight (8) years of progressively responsible experience performing above or related duties; two (2) years of which must have been in a supervisory capacity; OR An equivalent combination of education or experience.

Knowledge, Skills, and Abilities:
Thorough knowledge of principles and practices of comprehensive urban planning and design, transportation planning, economics, sociology and community organization as applied to urban planning; relationships between various factors affecting urban planning policy, such as economic, political, sociological, legal, etc.; research and statistical analysis and the evaluation of research data; land use, zoning, federal, state, and local laws; municipal operations and inter-relationships of city departments; budgeting, accounting and related statistical procedures; various revenue sources available to local governments including state and federal sources; economic development and redevelopment theory and practice; general office maintenance and practices; business and technical writing; interpersonal communication skills; public relations. Scope and Study Purpose:

The intent of this study is to develop a transportation study and land use plan to be included in the Master Plan for Uintah County , which identifies, prioritizes, schedules facility and project needs, and land use planning. The consultant will have a set number of months from the Notice to Proceed to complete this project. The study will examine and document existing and future conditions so that the feasibility of advancing projects from concept development through environmental and ultimately to construction can be scheduled. Findings from this study will serve to identify, prioritize, and schedule project actions within the study limits.

Essential Duties: This is technician level work with responsibility to provide planning assistance and/or technical ordinance enforcement within the zoning division of the Community Development Department of Provo City Corporation. An equivalent combination of related education and experience may be used [substituting each one year of post-secondary education/training for six months of experience].   • Directs or conducts feasibility studies; prepares a variety of reports related to project progress; reviews and updates ordinances affecting planning, zoning, signage, land use, subdivision, development and related departmental areas; coordinates projects with other divisions, departments or governmental agencies; conducts public meetings to determine public policy preferences and to establish policies and goals; reviews and amends city master plan based upon established goals and policies.
  • Identifies sources for alternative funding related to special projects; applies for grants, implements administrative processes as needed to comply with grant conditions; monitors grant compliance to assure effective working relationships with funding agencies.
  • Meets with public, land owners, developers, entrepreneurs, and contractors; discusses planning, zoning, and development issues; interprets information in city ordinances pertaining to division responsibilities; reviews site plans, conditional use permits, re-zoning applications, etc.; coordinates the development and entitlement review process; staffs the Development Review Committee.

MINIMUM QUALIFICATIONS:

1. Education and Experience: Graduation from college with a bachelor's degree in urban planning, political science, public administration, landscape architecture or a closely related field; masters degree and AICP designation desirable; AND Five (5) years of progressively responsible experience performing above or related duties; two (2) years of which must have been in a supervisory capacity; OR An equivalent combination of education and experience.

2. Knowledge, Skills and Abilities: Thorough knowledge of legal system and procedures affecting planning, zoning and related operations of the city; principles and practices related to local government planning and zoning, economics, sociology and community organization as applied to urban planning; planning and zoning and subdivision law, theory and application; the relationship between factors affecting urban planning policy, such as economic, political, sociological, legal, etc.; local government structure and operations, including the budgetary procedures and fiscal management; research methodology, statistical analysis and evaluation of research data; land use, zoning, federal, state, and local laws; interpersonal communication skills. Working knowledge of principles of supervision and work flow management. Considerable skill in the art of diplomacy and cooperative problem solving. Ability to administer a comprehensive work program; interpret codes accurately and effectively; prepare and present budget estimates; enforce regulations with fairness, tact, and impartiality; communicate effectively verbally and in writing; plan and organize comprehensive research studies; prepare and present technical reports; develop and maintain effective working relationships with co-workers, elected officials, federal agencies, state agencies, local governments, subordinates, and the public; perform advanced mathematical calculations.

The Town of Vineyard will soon be witnessing an influx of development and is in need of a planner to assist us in our growth. Montrose County, Colorado is soliciting Statements of Qualifications (SOQs) from professional Planning and Land Use consulting firms to perform the task of updating the existing Montrose County Master Plan.

Statements of Qualifications should include the following:

  • Experience of the firm in performing master/comprehensive planning work, with citations of specific projects and names of clients and periods of performance.
  • Experience of the firms work in rural and county planning, with citations of specific projects and names of clients and periods of performance.
  • Resumes of all individual professional staff members who would be performing the work, with relevant qualifications and experience.
  • Three (3) references of clients for whom the firm has performed similar work.

Montrose County will select five (5) firms based on their SOQs and invite them to submit formal bids in a Request for Proposal (RFP) process. The RFP will provide more detailed information regarding the project, including statement of work, period of performance and project deliverables.
